What is the PMEGP Scheme?
The PMEGP is a flagship scheme launched by the Ministry of MSME, Government of India. It aims to generate sustainable self-employment opportunities in both rural and urban areas.
In Uttar Pradesh, the scheme is implemented smoothly on the ground through three major nodal agencies:
  • KVIC (Khadi and Village Industries Commission) – At the national and state level.
  • KVIB (Uttar Pradesh Khadi and Village Industries Board) – At the state level.
  • DIC (District Industries Centres) – At the local district level.
Financial Structure: Loans and Subsidies
The best part about PMEGP is the government subsidy (called "Margin Money"), which drastically reduces your loan repayment burden.
The financial structure is broken down into three parts: your own contribution, the government subsidy, and the bank loan.
1. Project Funding Limits
  • Manufacturing Sector: Maximum project cost of ₹50 Lakh.
  • Service/Business Sector: Maximum project cost of ₹25 Lakh.

Who is Eligible to Apply?
To be eligible for the PMEGP loan in UP, you must fulfill the following criteria:
  • Age: Must be at least 18 years old.
  • Educational Qualification: You must have passed at least the 8th standard if your manufacturing project costs more than ₹10 Lakh, or if your service project costs more than ₹5 Lakh.
  • New Ventures Only: The subsidy is strictly for new business units. Existing units or those that have already taken a government subsidy are not eligible.
  • Group Eligibility: Self-Help Groups (SHGs), Institutions registered under the Societies Registration Act (1860), and Co-operative societies can also apply.

  • Service Sector Ideas: Automobile repair workshops, Diagnostic centers, Local logistics/transportation service, Beauty salons or fitness centers, and Cold storage units.
Step-by-Step Guide to Applying Online in UP
You do not need to visit government offices or middlemen to apply. The process is completely online.
  1. Prepare a Project Report: Create a Detailed Project Report (DPR) detailing your business plan, machinery costs, raw materials, operational costs, and expected revenue.
  2. Visit the Official Portal: Go to the official PMEGP e-Portal.
  3. Fill out the Application Form: Select the appropriate agency (KVIC/KVIB/DIC) based on your location and fill in your personal and project details.
  4. Upload Documents: Upload required documents, including:
    • Aadhaar Card and PAN Card
    • Highest Educational Certificate (8th pass or higher)
    • Category/Caste Certificate (if claiming Special Category benefits)
    • Rural Area Certificate (issued by the Gram Panchayat, if applicable)
    • Your Detailed Project Report (DPR)
  5. Application Review: The local agency (e.g., DIC) will screen your application. If shortlisted, they will forward your file to your chosen financing bank.
  6. Bank Approval & EDP Training: The bank evaluates your project and issues a loan sanction. Before the loan is fully disbursed, you must complete a mandatory Entrepreneurship Development Programme (EDP) Training (available online or offline).
